Public Notice: Pertaining to Taking of Striped Bass 1999

NOTICE

The Virginia Marine Resources Commission invites public comment on proposed amendments to Regulations 4 VAC 20-252-10 ET SEQ., "Pertaining to the Taking of Striped Bass".

Purpose: The purpose of the proposed amendments, listed below, is to comply with an Atlantic States Marine Fisheries mandate that specifies that states must implement management measures which will achieve at least a 14% reduction in the fishing mortality rate on age-8 and older striped bass.

In accordance with § 28.2-209 of the Code of Virginia, a public hearing on the adoption of the proposed amendments will be held at 12:00 noon on Tuesday, November 16, 1999, at the Virginia Marine Resources Commission, 2600 Washington Avenue, Newport News, Virginia. Written comments on the proposals should be mailed to: Jack Travelstead, VMRC Fisheries Management Division, P. O. Box 756, Newport News, VA 23607. A copy of the proposed regulation may be reviewed at the Commission during Monday through Friday, 8:15 a.m. to 5:00 P.M. Options for reducing the fishing mortality rate on age-8 and older striped bass:

Recreational fisheries

a) Chesapeake Bay and its tributaries fishery (October 4 - December 31, 2000): Establish an 18 - 34-inch slot-size limit for one fish of the two fish possession limit, with the other fish allowed to be 18 inches or greater

b) Ocean fishery (January 1 - March 31 and May 16 - December 31): Establish a 28 - 34-inch slot-size limit for one fish of the two fish possession limit, with the other fish allowed to be 28 inches or greater

c) Ocean fishery (January 1 - March 31 and May 16 - December 31): Reduce the current two fish possession limit to a one fish possession limit

Commercial fisheries

a) Establish a maximum size limit of 37 inches for all fisheries in tidal waters (the minimum size limits would remain as 18 inches for the Chesapeake Bay and its tributaries and 28 inches for the ocean fishery).

b) Establish a closed period from December 24 through 31, 2000 for all commercial fisheries in tidal waters.
