Steven G. Bowman, Commissioner of Marine Resources, Board Chairman, appointed by Governor Kaine June 2006; term runs concurrent with Governor (2010).

Associate Board Members:

John McConaugha

of Norfolk (513 Roland Drive, Norfolk, VA 23509)

Appointed by Governor Tim Kaine in August 2006. Dr. McConaugha is an associate professor in the Department of Ocean, Earth and Atmospheric Sciences at Old Dominion University, where he has been a faculty member since 1980. His research and teaching interests include fisheries oceanography, larval ecology, reproduction and physiology of marine invertebrates.

John E. "Ed" Tankard, III

of Northampton (The Tankard Nurseries, Inc., 5002 Lankford Hwy Exmore, Virginia 23350)

Appointed by Governor Tim Kaine in August 2006. Mr. Tankard is president of the Tankard Nurseries, Inc. of Exmore. He recently served as president and board member of the Barrier Islands Center and currently serves as Treasurer and board member of the Virginia Eastern Shore Land Trust, and is a board member of the Citizens Advisory Committee to the Chesapeake Executive Council.

J. T. Holland

of Northampton County (State Farm, Box 15, Nassawadox, VA 23413)

Appointed in July 2003 by Governor Mark Warner; reappointed by Governor Kaine June 2007. He is a State Farm agent from Nassawadox on Virginia’s Eastern Shore. He served on the Board of Supervisors of Northampton County for 16 years. He is a long time recreational fisherman.

Ernest L. Bowden, Jr.

of Chincoteague (4219 School Street Chincoteague, VA 23336)

Appointed in August 2003 by Governor Mark Warner; reappointed by Governor Kaine June 2007. He is a self-employed waterman and President of Eastern Shore Working Watermen's Association. He has been long time participant in various advisory committees for the Commission.

Kyle Schick

of Colonial Beach (1787 Castlewood Drive, Colonial Beach, VA 22443)

Reappointed by Governor Tim Kaine September 2008; originally appointed in September 2004 by Gov. Mark Warner. He operates the Colonial Beach Yacht Center.

William "Bill" Laine Jr.
1400 Magruder Road, Smithfield 23430

Appointed in September 2008 by Governor Timothy M. Kaine. Mr. Laine holds the official recreational fishing representative seat as designated by the Code of Virginia. He has been an avid angler for the past 50 years, and fishes regularly in the lower Chesapeake Bay. He also is the retired Circuit Court Clerk of Isle of Wight County, having served from 1973 to 2007.

Rick Robins,

of Suffolk (5103 Mariner's Cove, Suffolk, VA 23435)

Appointed in December 2004 by Governor Mark Warner; reappointed by Governor Kaine August 2009. He manages Chesapeake Bay Packing, L.L.C.’s seafood exporting operations in Newport News, Virginia and owns Bernie’s Conchs, L.L.C., a conch processing company located in Cheriton, Virginia. He is also a lifelong recreational angler and avid offshore tournament fisherman.

J. Carter Fox,

of Reedville (2046 Whay’s Creek Road , Reedville, VA 22539)

Appointed July 2005 by Governor Mark Warner; reappointed by Governor Kaine August 2009. Mr. Fox is a former Chairman and CEO of the Chesapeake Corp. of Richmond, Virginia. He has a long-standing interest in fishing, commercial and recreational and has studied aquaculture activities on an International basis.
