John E. Zydron of Chesapeake | Email
Appointed by Governor Terry McAuliffe in June 2014. Mr. Zydron is the managing general partner of The Zydron Law Firm in Virginia Beach. He also is a recreational charterboat captain, and a U.S. Coast Guard Merchant Marine Officer. He served with the Virginia National Guard after 32.5 years of service, retiring from the position of the Virginia State Judge Advocate General. He also served as a JAG officer, a military judge, an Assistant Commonwealth's Attorney for the City of Norfolk, and was a long-time substitute judge for the Virginia General District Courts. He retired with the rank of Colonel in the U.S. Army and with the rank of Brigadier General in the Virginia Militia-Unorganized. He received numerous awards, honors and decorations for his service.
On April 17, 2019, Mr. Zydron was selected as a member of the Class of 2019 of the Virginia Lawyers Hall of Fame, sponsored by Virginia Lawyers Weekly. [News Release]
Chad Ballard, III of Norfolk, VA | Email
Appointed by Governor Terry McAuliffe in June 2014. Mr. Ballard is the President of Ballard Fish & Oyster Company in Cheriton, located on the Eastern Shore. It is one of the most successful shellfish aquaculture operations in Virginia. He also sits on the boards of the Virginia Aquaculture Advisory Board, the Shellfish Growers of Virginia, and the East Coast Shellfish Growers Association. He is a former investment banker.
Ken Neill of Seaford, VA | Email
Appointed in June 2017 by Governor Terry McAuliffe, Dr. Neill is a successful dentist in Yorktown and a certified master angler. He is a York High graduate who graduated from Old Dominion University with a degree in Biochemistry and from the Medical College of the University of Virginia as a Doctor of Dental Surgery. He is a past president of the Peninsula Salt Water Sport Fisherman's Association and serves as an International Representative for the International Game Fish Association. He and his wife, Tricia, live in Seaford with their son Cameron and daughter Casey. His hobbies include saltwater fishing, freshwater fishing, deep-water fishing, and shallow-water fishing. "If it swims, I fish for it," he says. "I don't have time for any other hobbies."

Appointed in June 2017 by Governor Terry McAuliffe, Mrs. Everett is the Virginia Assistant and Hampton Roads Director for the Chesapeake Bay Foundation (CBF). In her capacity at CBF, she has worked for the past 17 years with pollution reduction and habitat management in Virginia and closely with the CBF education, restoration and advocacy programs in Hampton Roads. Christy and her husband, Shawn, live in Norfolk with their two daughters. In her spare time, she enjoys spending time near and on Virginia's tidal waters and shoreline with her family.
Heather Lusk of Eastern Shore, VA | Email
Appointed by Governor Terry McAuliffe in June 2017, Ms. Lusk is Vice President of H.M. Terry Co., Inc., a fourth-generation shellfish aquaculture company on the Eastern Shore. She is a former securities lawyer and also sits on the Boards of the Virginia Aquaculture Advisory Board and the Shellfish Growers of Virginia. She lives on the Eastern Shore with her husband, Roland, and three children.
James E. "J.J." Minor, IIIof Richmond, Virginia | Email
Appointed by Governor Terry McAuliffe in July 2015. Mr. Minor serves as a Project Analyst for both Richmond's Department of Public Utilities and the Department of Economic and Community Development. Mr. Minor's responsibilities include compliance with MS4 Environmental Compliance Reports, creating public education and outreach programs for storm water management and pollution reduction in the James River and Chesapeake Bay. Mr. Minor attended Virginia State University.
Glen W. "Wayne" France of Warsaw, Virginia | Email
Appointed by Governor Terry McAuliffe in July 2015, Mr. France served for 15 years as a Deputy Sheriff of Westmoreland County, Virginia. Mr. France has been active in Virginia commercial fisheries since the 1980's, holding commercial licenses for crab pots, peeler pots, oysters by tong and scrape and finfish. Mr. France has been an active participant in several advisory committees for the VMRC. Currently Mr. France serves on the VMRC Shellfish Management Advisory Committee and the Potomac River Fisheries Commission's crab advisory committee.
John E. "Ed" Tankard III Of Exmore, Virginia | Email
Appointed by Governor Terry McAuliffe in July of 2015, Mr. Tankard is President of Tankard Nurseries on Virginia's Eastern Shore. A lifelong resident of the Shore, Mr. Tankard is intimately familiar with the shellfish, finfish and aquaculture industries, which make up a significant portion of the Shore's economy. Additionally, Mr. Tankard served VMRC previously for two terms as an Associate Commissioner, appointed by Governors Tim Kaine and Bob McDonnell. Mr. Tankard has a degree in French and Economics from Hampden-Sydney College and an MBA from the College of William and Mary.
