2A. WASHINGTON COUNTY SERVICE AUTHORITY, #96-0292, requests authorization to emplace 20 linear feet of riprap revetment, dredge 45 cubic yards of stream bottom material to create an inlet channel/pump basin, and install two vertical turbine pumps, a traveling water screen and concrete headwall to facilitate the proposed expansion of the Middle Fork Holston River Water Treatment Plant located in Washington County. Recommend the inclusion of our standard in-stream construction conditions, an instream time of year restriction from 15 April to 31 July to protect local spawning fish and mussel species, and a 2.0 mm mesh screen to reduce entrainment of larval fish.
2B. VYVX, INC., #97-0607, requests authorization to modify a previously issued permit to allow the relocation of two stream crossings, intended for the installation of fiber optic cables. The Mountain Run crossing in Orange County, will be relocated 1,400 feet southwest of the original position and the Straight Stone Creek crossing in Pittsylvania County will be relocated 5,000 feet north of the original location.
2C. ARMY CORPS OF ENGINEERS, #97-1531, requests authorization to place overboard, during the next five (5) years, approximately 22,000 cubic yards of State-owned subaqueous material generated during the hydraulic maintenance dredging of the Nandua Creek Federal Project Channel in Accomack County. The material will be deposited into Chesapeake Bay, approximately 3,000 feet south of Nandua Creek and west of a sandbar that extends about 100 to 1500 feet from the adjacent shoreline in a southwest direction for approximately 4,800 linear feet.
2D. CITY OF VIRGINIA BEACH, #97-1467, requests authorization to install by directional drill method approximately 415 linear feet of potable water line beneath Dix Creek in the Litchfield Point subdivision in Virginia Beach.
2E. DEPARTMENT OF CONSERVATION AND RECREATION, #97-1545, requests authorization to install and backfill 1,800 linear feet of concrete or steel sheetpile replacement bulkheading, construct a 108-foot long by 48.5-foot wide dual-lane concrete boat ramp with two timber, open-pile tending piers totaling 400 feet in length, set five (5) navigational markers and dredge by clamshell method approximately 6,400 cubic yards of bottom material to create a mooring basin and channel possessing maximum depths of minus nine (-9) feet at mean low water to facilitate recreational access and improvements to the Kiptopeke State Park terminal area in Northampton County. Additional construction to include a 60-foot long by 50-foot wide riprap breakwater and a 408-foot long by 60-foot wide riprap jetty with an attached 150-foot long by 60-foot wide breakwater and placement of the dredged material as nourishment along the existing public beach located immediately north of the proposed construction.

2F. WEEKS MARINA, INC., #97-1435, requests authorization to dredge by clamshell approximately 67,500 cubic yards of State-owned subaqueous bottom (48,982 of which is maintenance dredging) from an area approximately 10.45 acres in size, to facilitate the removal of scrap metal and other debris adjacent to the Peck Iron facility situated on the Southern Branch of the Elizabeth River in the City of Chesapeake. Recommend a royalty in the amount of $5,555.50 for the 18,518 cubic yards of new dredging. Additionally, recommend all dredge spoil be taken to Craney Island for disposal.
2G. POINT WILLOUGHBY SAILING CENTER, #97-1609, requests authorization to install a 120-foot long by 5-foot wide T-head extension, four (4) 15-foot long finger piers and 16 mooring piles to create seven (7) additional wetslips at their existing commercial facility situated on Willoughby Bay in the City of Norfolk. Recommend an annual royalty of $39.80 for the encroachment over 796 square feet of State-owned subaqueous land at a rate of $0.05 per square foot.
2H. TIDEWATER COUNCIL, BOY SCOUTS OF AMERICA, #97-1258, requests authorization to construct a 240-foot pier with a 30-foot floating T-head, four (4) floating spurs, 20 wetslips, and a 20-foot high observation tower in association with the installation of a 30-foot concrete boatramp adjacent to their property at Pipsico Boy Scout Reservation situated along the James River in Surry County. Recommend a royalty in the amount of $840.00 for the encroachment over approximately 2,800 square feet of State-owned subaqueous land at a reate of $0.30 per square foot.
2I. TABBS CREEK CIVIC ASSOCIATION, #95-1672, requests a modification to a previously authorized dredging permit at the mouth of Tabbs Creek in Lancaster County to include the installation of two (2) additional dayboards on plies and three (3) buoys to provide better marking of the dredged channel. Recommend approval of the additional channel markers in accordance with specifications and requirements of the U. S. Coast Guard.
2J. SALEM STONE CORPORATION, #96-0236, requests authorization to relocate approximately 2,200 linear feet of Little Reed Island Creek by creating approximately 1,400 linear feet of new stream channel adjacent to an existing quarry near High Rocks Mill in Wythe County. Recommend approval with the conditions that (1) the stream shall be diverted into the new channel during low flow conditions and after all proposed work, including side slope stabilization, is completed and (2) all interests of the Commonwealth over the original streambed shall be transferred to the new streambed upon completion of the project.

2K. TOWN OF HILLSVILLE, #97-1553, requests authorization to cross Little Reed Island Creek in nine locations and Beaverdam Creek in fourteen locations with a concrete-encased buried sewer line north of the Town of Hillsville in Carroll County in order to transport sewage from the Town's two existing wastewater treatment plants to the new wastewater treatment plant. Recommend approval with the inclusion of standard instream work conditions for the construction activity.
2L. U.S. ARMY CORPS OF ENGINEERS, #91-1568, requests reactivation and extension of their previously issued permit to place up to 75,000 cubic yards of material dredged from the sloop Channel section of the Waterway of the Coast of Virginia in Accomack County upon a 24-acre site involving State-owned wetlands and submerged lands. Recommend reactivation and extension for five (5) years.
2M. U.S. ARMY CORPS OF ENGINEERS, #91-1567, requests reactivation and extension of their previously issued permit to place up to 110,000 cubic yards of material dredged from the North Channel section of the Waterway of the Coast of Virginia along the Northampton-Accomack county line, in a previously used 23-acre overboard site. Recommend reactivation and extension for five (5) years.
2N. U.S. ARMY CORPS OF ENGINEERS, #91-1566, requests reactivation and extension of their previously issued permit to place up to 85,000 cubic yards of material dredged from the Burton's Bay channel in Accomack County on three (3) previously used 23-acre sites in Burton's Bay involving State-owned wetlands and submerged lands. Recommend reactivation and extension for five years.
